City Boards Question Mayor's Authority Hundreds of city board members are scratching their heads after Mayor Frank Melton issued a letter asking for their resignations. Many boards are consulting their attorneys, but some say the mayor is overstepping his authority by asking them to step down. Nearly 250 members of Around 30 Jackson city boards and commissions were asked to resign in a letter from Mayor Melton on Thursday. "Many of these people will be reappointed. They are good and decent people, but I just think they need to be appointed by the new city council and new administration," said Melton, stressing his request is mostly a formality. Many commissions and boards are turning to their attorneys, asking if Melton has this authority. "Preliminary reports show that he does have the authority to request resignations," said City Council President Marshand Crisler. Board and Commission members typically are appointed by the Mayor and approved by City Council before beginning their term for a pre-determined number of years. But depending on the board, state law says forced resignations can only be brought about through formal charges and hearings. The Jackson Public School board released a statement saying Melton has no authority over its board members once in office. Board President Ann Jones wrote in the statement that, "The purpose of public policy is to provide continuity and stability for the operation of the school district and to allow some layer of insulation or protection from the political process." Jones continued by writing that J.P.S. board members will follow their own conscience in reacting to Melton's request. Other boards are talking with their attorneys to determine whose authority must be served. "We're just kind of waiting on that answer right now beecause this is somewhat unprecedented," said City Council President Marshand Crisler. WLBT

Most of these folks want to be re-appointed. If they offer their resignations now, there's a reasonable possibility Melton will re-appoint them then re-appoint them again at the end of their term. If they don't offer their resignations as requested, though, they're stone cold guaranteed to get the boot next time around. I know of one Governor who required every one of his appointees to provide him with an undated letter of resignation before being allowed to start the job. Any chief executive has to be ready to play hardball, and Melton knows that as well as anybody. There has been a political sea change in this city whether the Larkins or the alt whack jobs want to acknowledge that fact or not. Larkin may feel he is acting in the best interests of JPS students but I'd counter not when it comes to providing a lesson in government or civics. An enlightened political appointee understands there are many players just as capable of advancing the JPS ball. Larkin's tantrum just delays the scoring drive. That, in my opinion, is not in the best interests of JPS students. To the victor go the spoils. It is not about punishment, but politics. One way or another, sooner or later, these board seats over the next few years will transition to Melton appointments. The people of Jackson voted for change. Change is what we will get and we will not be denied. I simply observed that Melton is willing to play hardball to counteract 11th hour steps taken by Johnson to appoint his cronies to public agencies. For all I know, Larkin is, indeed, a great guy. And I specifically said there is a reasonable possibility that Melton will re-appoint him if Larkin proves he is willing to work with Melton by submitting his resignation now. Larkin is kidding himself if he seriously thinks he can ignore Melton's request today and still be re-appointed next year.
